CPSP

History

The Comprehensive Perinatal Services Program (CPSP) provides a wide range of culturally competent services to Medi-Cal pregnant women, from conception through 60 days postpartum.  In addition to standard obstetric services, women receive enhanced services in the areas of nutrition, psychosocial, and health education. The Legislature enacted CPSP in 1984 in response to the OB Access Project, which found that a comprehensive approach reduced both low birth weight rates and health care costs in women and infants. CPSP became a Medi-Cal benefit in 1987. Medi-Cal providers who provide services to pregnant women may apply to become a CPSP provider. Medi-Cal Managed Health Care Plans are required to provide access to CPSP services for pregnant Medi-Cal eligible recipients.

Mission:

Through effective and collaborative teamwork, CPSP promotes and coordinates the delivery of early, continuous and quality comprehensive perinatal services to pregnant and postpartum women and their infants by public and private obstetrical providers.

Vision:

All pregnant and postpartum women in the State of California receive comprehensive perinatal health services through an integrated and seamless system designed to optimize maternal and child health outcomes.

Goals:

  • To decrease the incidence of low birth weight in infants
  • To improve the outcome of every pregnancy
  • To give every baby a healthy start in life
  • To lower health care costs by preventing catastrophic and chronic illness in infants and children

Leticia Mendoza

Leticia Mendoza, CPSP Coordinator

Coordinator for OB-GYN Associates Comprehensive Perinatal Services Program (CPSP).

Leticia attended Reedly Community College and California State University, Fresno. She is an Internationally Certified Childbirth Educator (ICCE), National Child Passenger Technician (NCPT), and Academy of Lactation Policy and Practice Certified Lactation Counselor (CLC).

She has worked for Dr. Matharu’s for over 17 years, providing education and counseling in Nutrition, Psychosocial and Health. She also teaches Prepared Childbirth and Breastfeeding Classes.

Elida Cardenas

Elida Cardenas, CPHW

Certified Comprehensive Perinatal Health Worker (CPHW)

Elida has been employed with OB-GYN for the past 20 years. She received her Bachelor of Science Degree in Community Health Science at CSU, Fresno. After graduating she worked at Fresno EOC providing health education to youth and adults for 2 years. After EOC, she joined our team, providing prenatal and postnatal education to our clients. She has many years of experience in nutrition, diabetes, childbirth, breastfeeding education and is fluent in Spanish.

Over the years she has attended many conferences on pregnancy related issues. Elida feels continued education is essential because no matter how many years of experience you have, there’s always something new to learn. She enjoys jogging, reading, and outdoor activities with her family.

Susy Villa

Susy Villa, CPHW

Certified Comprehensive Perinatal Health Worker (CPHW)

Susy attended California State University, Fresno, where she received her Bachelor of Arts degree in Psychology. She has worked in our office over eight years providing prenatal education in Nutrition, Health and Psychosocial issues. Throughout her eight years she has attended many training seminars and conferences in various topics related to women’s health. She enjoys helping women accomplish healthy pregnancy outcomes through education and counseling.
